Whether it's permissible to stop on a highway, where to stop in an emergency, and what the penalties are for stopping on a highway are questions that many new drivers are concerned about.

According to Article 26 of the 2008 Road Traffic Law, drivers on highways are only permitted to stop or park in designated areas; if it is necessary to stop or park in an unauthorized location, the driver must move the vehicle off the road, and if this is not possible, must signal to other drivers.

If a driver intentionally stops on a highway without a valid reason, they will be penalized according to the law.

The following situations are permitted when stopping or parking while driving on a highway:

The car broke down or experienced a problem.In that situation, the driver needs to steer the vehicle to the right, away from the lane designated for moving vehicles, or if the vehicle cannot move, the driver should place objects or branches on the road to signal to other vehicles and seek assistance from the traffic rescue team.

There is someone in the vehicle who needs emergency medical assistance.The driver may be experiencing a health problem and require immediate medical attention. In such cases, the driver should pull over to the right side of the highway and give warning signals to other drivers.

Penalties for stopping or parking on the highway.

Drivers of automobiles and similar vehicles who commit the following illegal stopping or parking violations on the highway will be fined between 10 million and 12 million VND: stopping or parking on the highway in violation of regulations; failing to provide warning signals to other drivers when forced to stop or park on the highway in an unauthorized location; and making a U-turn while the vehicle is moving on the highway.

According to Decree 123/2021/ND-CP, which came into effect on January 1, 2022, the fine for stopping or parking on highways has increased from 6-8 million VND to 10-12 million VND.

In addition, drivers who commit the above violations will also be subject to supplementary penalties, including the suspension of their driver's license for a period of 02 to 04 months.
