Nguyen Xuan Duong was charged and is under investigation for the crime of "Intentional infliction of bodily harm" as stipulated in Clause 2, Article 134 of the Penal Code. This suspect absconded on April 10, 2020.
According to the Thai Binh Provincial Police, on April 2nd, the Criminal Investigation Agency received a report and complaint from a citizen residing in Vu Ninh commune (Kien Xuong district, Thai Binh province) alleging that on March 30th, he was assaulted and injured by a group of people at house number 366, Le Quy Don street.
After receiving and processing the criminal complaint, based on the investigation documents, on April 7th, the Criminal Investigation Agency of Thai Binh Provincial Police decided to initiate a criminal case; decided to prosecute the defendants, issued arrest warrants for temporary detention, and conducted urgent searches of their residences to investigate the alleged crime of intentionally causing injury as stipulated in Clause 2, Article 134 of the Penal Code against Nguyen Thi Duong, Nguyen Duc Manh (born in 1992, residing in Group 6, Bo Xuyen Ward, Thai Binh City) and Pham Ngoc Quy (born in 2003, residing in Minh Quang Commune, Vu Thu District).
Based on initial investigation documents, it was determined that at approximately 10:40 AM on March 30, 2020, an employee of Phuc Cuong Transport Service Co., Ltd. received a package of documents from Duong Duong Co., Ltd. for transport from Thai Binh to Hanoi.
Due to a disagreement between the carrier and the recipient regarding the delivery location, a conflict arose, resulting in a delayed delivery. Subsequently, Nguyen Xuan Duong made threatening phone calls, demanding that employees of Phuc Cuong Company come to Thai Binh to meet with Duong.
At approximately 18:20 PM, employees of Phuc Cuong Company arrived at Nguyen Xuan Duong's house (which also serves as the headquarters of Duong Duong Limited Liability Company). There, Nguyen Xuan Duong and Nguyen Thi Duong interrogated and threatened the Phuc Cuong Company employees. Following this, Nguyen Thi Duong, Nguyen Duc Manh, and Pham Ngoc Quy assaulted and injured the Phuc Cuong Company employees.
Based on the results of the expanded investigation, on April 9th, the Criminal Investigation Agency of Thai Binh Provincial Police issued a Decision to prosecute and an Arrest Warrant for temporary detention against Nguyen Xuan Duong (born in 1971, residing at house number 366, Le Quy Don Street, Ky Ba Ward, Thai Binh City) to investigate the alleged crime of "Intentional Infliction of Injury" as stipulated in Clause 2, Article 134 of the Penal Code.
The aforementioned decisions and orders have been approved by the Provincial People's Procuracy in accordance with the law.
Currently, the case is being further investigated by the Thai Binh Provincial Police, which is directing its operational units to coordinate with the Provincial People's Procuracy.
