On September 9th, the Quang Nam Provincial Police announced that they are temporarily detaining Nguyen Dinh Vi (26 years old, residing in Tam Vinh commune, Phu Ninh district, Quang Nam province) for the following offense: impersonating a military major to commit fraud and misappropriate property.
Previously (September 6th), the Quang Nam police received a complaint from Ms. Nguyen Thi Thao (25 years old, Tam Thai commune, Phu Ninh district) alleging that Vi had committed fraud by receiving nearly 7 million VND and promising to secure jobs or help resolve legal cases for Thao's relatives.

Vi used to work as a security guard at Binh An Security Company Limited, headquartered in Ho Chi Minh City, and was assigned to guard a telecommunications branch in Quang Nam. He was advised by others to buy shoes and socks to look presentable at work, so he bought himself a pair of military officer's shoes and socks. 
On August 15th, Vi's employment contract expired. Not seeking further employment, Vi conceived an idea. impersonating a military officer To deceive family and relatives and scam people into believing they can get a job.
To prepare for his profession, Vi went to a stamp-making shop to order a nameplate for Nguyen Dinh Vi, following the military design, and also bought a military uniform, kepi hat, and the rank of Major. Every day, Vi wore his military uniform "to work".
From an unemployed security guard, he suddenly became an officer, but according to Vi's testimony, his family, from his parents to his wife and children, had no suspicions whatsoever and were even very proud.
On August 28, 2015, while traveling from Phu Thinh town to Tam Dan commune, Phu Ninh district, Vi saw a sign advertising land for sale with a phone number. He called, pretending to inquire about buying land, and spoke to Thao, whose father had just been arrested by the police for illegally transporting explosives.
With his military uniform still on, Vi introduced himself to Ms. Thao as the Head of the Finance Department of the Quang Nam Provincial Military Command, claiming to know many leading officials in state agencies such as the Director of the Quang Nam Provincial Police, the Deputy Director of SHB Bank, the Quang Nam Tax Department, the Department of Internal Affairs, etc., and that he could help people get jobs and influence court cases.
Believing Thao's story, Vi prepared job applications for her unemployed mother. Meanwhile, during their meetings, Vi received money from Thao three times, totaling 5 million VND, along with gifts including wild boar meat, chicken, grapes, and cakes, worth 1.99 million VND. Vi gave the gifts to her family and neighbors. She used the 5 million VND from Thao to repair her motorbike.
