In densely populated areas
Based on Circular 31/2019/TT-BGTVT, the maximum speed for motorcycles when traveling in densely populated areas is regulated as follows:
Speed limits for motorcycles and mopeds in densely populated areas: For dual carriageways; one-way roads with 2 or more lanes for motor vehicles, the speed limit is 60 km/h.
Two-way roads; one-way roads with one lane for motor vehicles have a maximum speed of 50 km/h.
Outside densely populated areas
The maximum speed for motorcycles outside densely populated areas is 70 km/h on dual carriageways and one-way roads with two or more lanes for motor vehicles.
Two-way roads; one-way roads with one lane for motor vehicles may have a maximum speed of 60 km/h.
Maximum speed for motorcycles: The maximum speed for motorcycles in traffic is no more than 40 km/h.
The law stipulates that the maximum speed for motorcycles on roads within residential areas differs from that outside residential areas.
The penalty for speeding on motorcycles and scooters.
- A fine of VND 300.000 to VND 400.000 will be imposed on drivers exceeding the speed limit by 05 km/h to less than 10 km/h (Point c, Clause 2, Article 6 of Decree 100/2019/ND-CP (amended by Point k, Clause 34, Article 2 of Decree 123/2021/ND-CP)).
- A fine of VND 800.000 to VND 1.000.000 will be imposed on drivers exceeding the speed limit by 10 km/h to 20 km/h (Point a, Clause 4, Article 6 of Decree 100/2019/ND-CP (amended by Point g, Clause 34, Article 2 of Decree 123/2021/ND-CP)).
- A fine of VND 4.000.000 to VND 5.000.000 will be imposed on drivers exceeding the speed limit by more than 20 km/h (Point a, Clause 7, Article 6 of Decree 100/2019/ND-CP).
In addition, the driver who commits the violation will have their driver's license suspended for 02 to 4 months (Point c, Clause 10, Article 6 of Decree 100/2019/ND-CP).
