The draft resolution on piloting the auction of license plates was discussed by the 15th National Assembly.
In this context, the National Defense and Security Committee agreed to pilot the auctioning of vehicle license plates nationwide, and proposed applying a unified starting price of 40 million VND across the country.

Increase transparency
Answer ZingMr. Phu Thinh (Ho Chi Minh City) believes that the pilot program for auctioning license plates, if implemented, would resolve many misconceptions among the public regarding desirable license plates.
"In reality, it's difficult to convince anyone at this point that getting a lucky license plate number is entirely based on luck.", Mr. Phu Thinh shared.
From a personal perspective, Mr. Thinh said he often observes attractive license plates on motorcycles or cars (such as those with four identical digits, five identical digits, or sequential numbers) and sets a price that the owner should pay to possess them.
"I believe I'm not the only one who thinks this way. Therefore, piloting license plate auctions will help dispel doubts in the community about the origin of attractive license plates. In addition, revenue from attractive license plates will also be included in the management budget.", Mr. Thinh concluded.

Meanwhile, Mr. Hoang Phuc (Ho Chi Minh City) said that although he got a beautiful license plate for his motorbike purely by luck, he always has to explain to those around him that he only paid the license plate fee to own it.
"I bought my motorbike when the license plate numbers in my province had already started with the number 9, so my motorbike now has what could be called a "nice" license plate. Because of that, everywhere I go people ask how much I "bought" that license plate for. I've explained it repeatedly without success, so I just smile and let it go."Hoang Phuc shared.
According to the survey results by Zing In the survey, 60,4% of respondents indicated they would participate in license plate auctions if the pilot program were implemented. The remaining 39,6% stated they would not participate in license plate auctions.
Fair, but not for the masses.
Mr. Phu Thinh believes that the pilot program of auctioning license plates will give anyone who wants one the opportunity to own a desirable license plate.
"A nationwide public auction will give people an equal opportunity to own a desirable license plate, or simply a license plate they like and feel suits them.", Mr. Phu Thinh observed.
Furthermore, Mr. Thinh argued that the right to transfer license plates after winning the auction should not be restricted. Instead, authorities could study additional management measures and collect taxes during the secondary transfer process to further enrich the national budget.

Regarding the nationwide starting price of 40 million VND, Mr. Huu Vinh (Ho Chi Minh City) agreed that it was a reasonable and appropriate figure, and suggested raising the bidding increment to at least half of the starting price to speed up the auction.
"I saw in the news that a desirable license plate can fetch the owner billions of dong when resold. Therefore, if the bidding increment is too low, the auction will have to be prolonged, wasting time and even money for both the organizing agency and the participants.", Mr. Vinh shared.
Agreeing with this opinion, Mr. Hoang Phuc said that those who want to own attractive license plates already have ample financial resources. Therefore, he believes that setting a reasonable bidding increment for the auction is essential.
However, Mr. Hoang Phuc still has concerns about the widespread accessibility of the license plate auction method.
"Many people who were lucky enough to draw a desirable license plate nearly changed their lives after selling their car and the license plate. Now that desirable license plates are being auctioned off, their chances of changing their lives are virtually gone."Mr. Phuc said.
In addition, Mr. Hoang Phuc shared that he is placing great faith in the upcoming pilot program for auctioning license plates.
"If the pilot program for cars proves effective, I hope the authorities will decide to expand it to motorcycles. The demand for attractive license plates on motorcycles is also very high, no different from that of car owners.", Mr. Phuc concluded.

Meanwhile, Ms. Linh Dan (Ho Chi Minh City) disagreed with the starting price of 40 million VND for a license plate, citing her own case as an example.
"Actually, I don't need a license plate with four identical digits or five identical digits, so having to pay a starting price of 40 million VND is a bit high. I just want a license plate that's easy to read and remember, like my date of birth or the date of birth of a family member. That way, the number will be nice to me personally, but not "nice" to the majority."Linh Dan explained.
This woman suggested that authorities should consider setting a price ceiling instead of a fixed figure when proposing the starting price for the license plate auction pilot program.
