The Security Investigation Agency of the Hanoi City Police has issued a decision to initiate a criminal case, indict the suspects, and order the temporary detention of four individuals involved in a fraud case at a private clinic in the area.
Previously, through intelligence gathering, the Internal Political Security Department (Hanoi City Police) discovered signs of wrongdoing at Helia International Co., Ltd. (address: 11 Hang Chuoi Street, Hai Ba Trung Ward, Hanoi).
On March 18, 2026, authorities, in coordination with the Hanoi Department of Health, conducted a surprise inspection of the Helia Obstetrics and Gynecology Clinic, which is affiliated with this company.
The inspection revealed that the facility had numerous serious violations in its medical examination and treatment activities, posing a potential risk to people's health.

Individuals involved in the fraudulent clinic "inventing illnesses" scam have been summoned by the police for questioning to assist in the investigation.
According to authorities, the clinic used deceptive advertising tactics, exaggerating the effectiveness of its treatments and promising "quick and complete recovery" at low cost to attract customers. However, when patients came for examination, the clinic staff deliberately provided misleading and exaggerated diagnoses to create fear and anxiety.
Notably, this facility also employed unqualified staff who impersonated doctors to provide consultations and fabricate illnesses, thereby forcing customers to use service packages at unusually high prices. Using this tactic, the group illegally profited tens of billions of VND in a short period, causing economic damage and directly impacting the health of patients.
The police believe that this incident serves as a warning about the situation where some private medical facilities exploit loopholes in management and employ unqualified personnel for profit. The public is advised to be cautious when choosing medical facilities, verify advertising information, and promptly report any violations to the authorities.
The case is currently under further investigation.
