According to the investigation, in 2017, Ms. Hoang Thi Thu (36 years old, residing in Thua Thien - Hue) asked Ba to do something for her. land ownership certificate The plot of land is located in alley 488, Nguyen Luong Bang Street (Hoa Hiep Nam Ward, Lien Chieu District, Da Nang). My father promised to get the land title deed for 50 million VND, but later decided to sell the land to get money for personal expenses.

Truong Van Ba was arrested and detained by the Son Tra District Police on charges of "fraudulent appropriation of property".
In October 2018, Ba posted an advertisement online selling the land plot, and Ms. Huynh Thi Phuong contacted him to buy it. Ba took her to see the land, falsely claiming it was his and quoting a price of 1,3 billion VND, including the cost of the land title. Ms. Phuong paid a deposit of 300 million VND, and Ba promised to complete the land title and transfer ownership by January 2019. Months passed without Ba responding and he continued to evade her, so Ms. Phuong reported the matter to the police.
The police determined that this plot of land is located within a cemetery under the management of the Hoa Hiep Nam Ward People's Committee. In 2003, Ms. Tran Thi Bich Ngoc (59 years old, residing in Hoa Hiep Nam Ward, Lien Chieu District) submitted an application to the Hoa Hiep Nam Ward People's Committee to build a house on this plot of land, but it was not approved. Despite this, Ms. Ngoc still sold it to Ms. Nguyen Thi Kim Oanh (52 years old, residing in Hai Chau District), and in 2017, Ms. Oanh sold it to Ms. Thu. All land transactions involving Ms. Oanh, Ms. Ngoc, and Ms. Thu were only documented with handwritten agreements.
Suspecting that Ba might have defrauded many other people using a similar method, the Son Tra District Police invited other victims (if any) to come to the police station to file a report.
